The Union Labour and Employment Ministry has sought feedback and objections on the draft Model Standing Orders, that are the legally-binding paperwork that govern service situations of staff, for the service, manufacturing and mining sectors, a Ministry assertion mentioned on Saturday.
The Ministry printed the drafts on December 31, 2020, inviting feedback from stakeholders for 30 days.
“Keeping in view the needs of the services sector, a separate Model Standing Orders for Services Sector has been prepared first time,” the assertion mentioned.
The Ministry mentioned when an employer adopts the order related to their institution it might be deemed to have been licensed.
“All the three Model Standing Orders encourage employers for use of information technology in dissemination of information to the workers through electronic mode…The concept of ‘work from home’ has been formalised for the service sector,” the assertion mentioned.
In case of the IT sector, the order says the working hours could be determined after an settlement between the worker and employer or as per the situations of appointment.
Labour Minister Santosh Kumar Gangwar mentioned: “The orders will pave the way for the industry harmony as they aim at formalising the service-related matters in an amicable manner.”
The authorities had elevated the edge of applicability of the standing orders via the Industrial Relations Code, 2020 handed by Parliament in September 2020. Instead of the sooner 100 employee restrict, the orders now apply to institutions with over 300 staff. This transfer, dealer unions had alleged, would result in a “hire and fire” state of affairs.
